Mercury Tacker 125 won't idle, bogs down

2000 Merc Tracker 125 2 stroke wont idle unless I continuously depress the choke on the start key. Just removed all 4 carbs, disassembled and cleaned. Reinstalled and runs a little better but still wont idle, also tends to bog down when going to full power. Could it be fuel pump? Any ideas are much appreciated...thanks

Try it again and when it starts to bog, have someone handy at the bulb and start squeezing continually and see if it picks up normally. If it does, this would indicate a bad fuel pump.
