Electrical problems on 2002 Capri

I have a 2002 Bayliner Capri 1952 with a mercruiser 3.0 inboard/ outboard. Had it stored for the winter and got it ready to hit the water and no power to instrument panel or ignition. Trim and tilt works but nothing else. Have 12.6 volts at the battery fresh charge. Checked fuses and reset circuit breakers. Still nothing. Engine has two block fuses red on it but how do you check them? Cleaned posts on battery and still nothing. Ant help would be appreciated. Thanks.

Sounds like maybe your ignition(key) switch might be bad.

Did you check the main engine fuse? It looks like this:
