help mercury 500

Going to buy another mercury 500. Guy say that it will start fine on hose but when put in water it will not start any ideals on this

What year? A weak ignition system coupled with backpressure from being in water could be the culprit.

I would guess carb issues. I'm guessing the carbs were turned and idle speed was set when the engine was running on a hose. I would suspect more of a spark issue if the motor can't rev up on or off the hose.

With it being a '67, I would also carefully look at the internal wires. The insulation is probably flaking off and a wire could be shorting out somewhere.
