Marineengine.com shows this hose with the same item number and shows the cover with a bleed valve in it. I'm not sure of its purpose though. It could send a fuel pump signal or pull puddled fuel from the manifold...

Havent looked at link, but you are likely referring to the manifold drain line to oil the upper bearing/cylinder.

I haven't looked either, but I can tell you that the "hose, manifold to bypass cover" is a crankcase drain hose. Older models did not have such a hose because they just dumped the drainage into the lake. Around the late 1960's, they started to clean up the emissions. What used to be dumped into the lake was routed to the upper cylinder, hopefully for burning. It wasn't very effective, but hey, every little bit helps, I suppose.

The hose takes excess fuel out of the intake manifold and recycles it to the upper cylinder. The EPA was just getting started. LOL

Thanks, that explains why my 58 18hp don't have it. And a few others I've had.
