Carb diagram for MerCrusier/valve not closing properly

Any diagram to see why the Carb valve is not closing properly when trying to start it. Something seems off. Any suggestions would be great

What engine? What carb? What Year? serial numbers are really handy.

I attached the engine plate. The valve on the carb is off. It is letting too much air in at times and not enough at times. 1988 Mach I Saturn II it is an inboard motor. Any help would be great. It seems like the timing is off.

The engine is a 1987 3.0L engine.

Post a picture of the valve you are talking about. I assume you may be talking about the choke plate, but want to make sure.

It is the choke plate. It is not opening and closing properly.

advance throttle lever a bit, plate should close to within a 1/8 inch of fully closed.When engine is at normal temp the plate should be wide open. adjustments are made by loosening the choke heater element screws and rotating the element.
