1971 60 hp evinrude 3 cylinder spray in carbs, only 1 does anything

When I spray fuel/oil mix into my carbs, none of them react except the bottom carb.. I KNOW this means something, but for the life of me, I can't figure out what, or find out where..

I put my fingers over the carbs and they all feel like they are pulling in air..
