1975 evinrude 70hp link and sync problem

Im in the process of doing a link and sync on my outboard and I don't know what line on the cam to make the follower hit there is 2. First one is just a line and the one on top of that has a line and says start which one should the follower hit. I have my 4 31/32 distance on my yokes. and should my cam follower be right against the cam or away from it until it advances.$(KGrHqF,!mEFBObsRmv2BRfB1YfFe!~~48_20.jpg

Just curious where you found the 4 and 31/32 and not the other setting info.......I sync'd the carbs a while ago on my 1974 70 hp and used this pic that I found on iboats. Just focus on the "mark" below the "start".

The 4 31/32 isint that the measurement in the pic you have. i have that but can't seem to get the follower in the middle of the lower line should I screw it back some and get it lined up.
