at wot my rpm drops

When i get my boat up to wot it runs at 4100 to 4200 rpm's. after a few seconds the rpm's drop to around 3000 rpm. what would cause this?

volvo AQ125 4cy in a 1983 Bayliner Capri 190

Lack of fuel would be my first thought. for the rpm drop. But you should be seeing 44 to 4800 rpm at WOT to keep from lugging the engine and causing damage. 46 to 4800 would be better.
