1988 Bass Tracker 1800fs

I purchased a 1988 Bass Tracker fs that is in great shape however the livewells are not functioning. I have not troubleshooted these before and would appreciate any information. There is a left and right livewell and the switches are 3 position - Fill - Aerate - Auto. The controls to open and close the valves are under the driver seat. The lighted switches come on so I know there is power to the switch. Would love any help with a procedure to diagnose and fix. Everything looks like new so it is almost as if there is a wire broke or someone disabled them.
