Fuel spitting out of air silencer/intake hose

1971 60 hp evinrude

New fuel pump, rebuilt carbs, new gaskets, new fuel lines, new plugs

I pump the bulb and (I have the air silencer off at the moment, but the hose attached to the intake manifold that attaches to the silencer) but when I'm turning the key over to start the motor, it won't start and fuel is spitting out of the hose attached to the intake.

Ideas on why this would be doing this?

Sounds like a carb flooding over.

Had the out line and pulse line hooked up backwards.. :)

By the way, my neighbor messed with the throttle cable, screws, and all that mess on the side... Will that prevent the engine from starting?
Is there a "set" position everything must be in?
