cuddy floor drain

I have a 1994 18.5 ft bluewater overnighter cuddy cabin. Does anyone know why the manufacture didn't put in a drain in the step down step for the cuddy and how to put a drain in or water will fill into the cuddy?

It seems that putting a drain hole in the bottom would be easy. Wouldn't the water just flow into the bilge?

depending if the structure is all flotation behind the bulkhead or not
