well if your boat and trailer were such that you couldn't pull out with the drive down you'd either fix it or climb ur butt into the water and unbolt the trim rams so you could lift and strap the drive in the up position... fun aye?

Or unscrew the relief screw on the trim pump and then strap the drive up.

I don't think there is a relief valve on an 89 mercruiser

Hypothetical question or is there more to the story?

When this happens it is usually caused by a bad relay. Just bypass the relay and it'll come right up. If not, then you unbolt the rams and lift it up manually and strap it up.

BTW, if the relay does go bad, you can save some money by taking the relay to your local small engine/lawn mower repair shop and have them run the part number. A friend of mine found out that on his 1992 Mercury Bravo 1, the relay they used was the same one as he had on his riding lawn mower. Marine price was $40+, lawn mower price $12.
