Triming Up and Down

I have a 97, 90HP Mariner 3 Cylinders, 2 Strokes. I can trim up my motor up and down. The problem is when I trim up or down it stopped half way and then I have to wait for a few minutes to do it again and it trims again up or down a little bit again and then stopped again. I waited again for and few minute and it works again. I never have this problem before. Can anyone help me resolving this problem please. Thank you in advance!
