steering cable

I am readying an older pontoon boat. I have found that the steering cable is frozen/seized. I have greased the two nipples on the front of the steering, on the older Evinrude 40 hp 2 stroke that powers this boat. Did not free up the cable. Should I loosen off the cable from the engine and put grease or somesuch onto the cable inside its housing? Suggestions would be most welcome.

The 2 nipples don't grease the steering, they only grease the tilt tube. (The part that hinges up & down)
First disconnect the tiller arm to see where it's tight, it will either be the steering or the motor swivel.
Remove the steering cable from the motor to grease the tube, grease the nipples on the motor for the swivel.
