Which 70hp Johnson, made them for a couple of years

Guessing that you are referring to the tilt tube at the transom clamp & pulling the steering cable out of it.

Unless you mean the steering wheel from the steering hub at the helm, to remove the steering components from the dash/console

Possibly the steering requires lots of effort to turn? Depending on the steering cable, the tilt tube, and/or the steering hub's condition, may be time to replace any or all. Might be able to grease the hub or the tilt tube, IDK. But if the cable isn't sliding easily in it's protective casing, not much can be done, IMHO.

I'm also guessing that it's not vintage cable & pulley steering, it's pretty basic.

What part of the steering do you want to loosen?
