Hard starting

Need some help fom some experts. Went out today and noticed while we were out fishing the boat was very hard to get started back up. We continued fishing jut left the boat running the rest of the day. I have two brand new 1000 CCA batteries on a 150 johnson 1997 model. Motor runs excellent. Got back home and tryed to start it up on the muffs to flush it out. Could not get it started,the starter was very sluggish, put a battery power buster on still the same. Am I correct in thinking that the motor has to turn over at a certain rmp to start. Coud this be a starter that is drawing to much current and is going bad. I have checked all the connections and they all look good. Thoughts or opinions are all welcomed. Cant wait to get back t it! Thanks in advance for you help....

Give the starter a few raps with a Small hammer and see what happens.
