2001 115 tohatsu idles fine at slow idle surges when idled up

i have a 115 tohatsu it will idle fine slow but if i throdel it up any it surges and will mis i have had this moter about a week but the guy i got it from said it ran fine but sit up in garge for a year so i went threw carbs and kleened and kited put new coils , fuel pump and rectifier im not a boat moter mach. but i work on my own moters i have 6 boat so i git alot of practice i have good fire and fuel cant figure out what is going on any help would be great god bless

If you have fire, if you have fuel, then it is a mechcanical issue. Check compression.

i dont know if it is firing when idled up i think it is mising.it seem like it is out of time but i have new stater and all electronics back to cdi im just not sure if it isint a vacum problem thank for reply tohatsu guru

That engine does not have a have a stator so the best thing for you to do is:

Take it into a authorized dealer.

Or

Get a factory service manual and start using the test procedures found within.
