Need some help on Yamaha steering,

Hey,

I've got a 1998 Yamaha C150 2 Stroke and the steering is pretty tight. I've disconnected the steering cable from the engine linkage and the wheel turns pretty freely which tells me it's not the cable. What on the motor could be causing such difficulty turning? I've greased it until it was coming out the joints and run it to try and work it out but it's still tight.

Any suggestions are appreciated.

Is it hard to steer while it is sitting still or is this only when you're underway?

It's tight all the time, sitting still or underway, trimmed up or down.
