I have a 1972 evinrude 65 hp outboard that runs great out of water did a spark check did a compression test runs good but will not go any faster in the water than 1/4 throttle in drive any faster its like the motor floods out and Boggs down rebuilt carbs tuned to spec kinda new to working on boat motors any suggestions would be greatly appreciated
