what is this tube for?

looks to me like a vent tube of some sort, maybe a crankcase type breather not sure

i was looking at my lower unit lube hose to make sure it wasnt leaking and i saw this hanging off, it looks like it goes on the nipple on the lower unit
just wondering if i should replace it or make sure it doesnt come off the nipple or what

also here is the serial number if that helps

its a 98 alpha 1 gen 2 4.3

Yes. On the lower unit leading edge is a hole that supplies the pressure to the hose and to the speedo. Just plug it back on the nipple. It may fall off again.

there is a coupler assy that holds the tube to the connection on the shift shaft seal housing - they break fairly easily

the new style is a quick connect and much better, just get a new style shift shaft seal housing and you get a new connector with it
