Yachtwin 4 hp Cooling Water 1989 E4RLCE

I've just been working on a '89 Yachtwin 4 long shaft for our local sailing club. My friend replaced the impeller a while ago and I put the lower unit back on and put some gear oil in it. I figured out the throttle (broken piece of plastic) is on the top of the engine (no manual) and the richness control is on the right side of the choke knob. It starts but I haven't run it long enough to see if I can get it to idle.

My question is: How much water should be coming out of that little rectanglar plate on the back side of the shaft housing? There is some spray and its not really hot, just warm.

I'm used to seeing a stream from the bottom of the upper unit so this is a bit different for me.

Any answers will be helpful except one that indicates I need to change the impeller again. Just did that on my Johnson 4hp too.

Those holes have two functions:
1. Water circulation tell-tales.
2. Exhaust pressure relief at very low idle speeds.
A fine mist or spitting is normal; it will not be very hot at all.
