1991 Omc 5.0 ignition issue

I recently purchased a 1991 Reinell 192 rml. I was surprised to see it had points as i was troubleshooting it. After a good tune up, it would not run. Each time i turned the key, it sounded healthy and willing but would not stay running. I troubleshooted it some more to find low voltage at the coil. 4 to 5 volts is all it has. I ran a jumper wire to the coil and it ran like a top. The ignition switch tested good so now what? Does the throttle and shift assembly contain the issue? There is some type of module at the linkage by the carb and 2 switches on the throttle linkage. I would also like to know where i can find a manual for this thing.
Any help would be appreciated.

Not sure on your motor, but my coil is powered (while running) by a resistor wire supplying 8-10V. 12V is fed while cranking only.
