Won't stay at WOT.

I have a 1979 Mariner 115 that I have to keep my hand on the throttle at anythig over an idle, or it backs off to just over an idle. Is there a friction adjustment for the throttle or the cable? Is this a safety thing? Any help will be appreciated.

There should be a friction adjustment on the control box. It's not a safety thing.
