25 hp yamaha bogging 2003

my outboard is bogging out i put new tank, hose,sparkplugs ,gas , checked fuel pump , checked for spark {there but looks weak to me } compression was 60 or 70 even on both cylinders . this started last fall when i put it in this spring it ran fine for a test run but has been bogging since then .
i am frustated and could sure use some advice

compression looks low if it is PSI, but could be the gauge you used.

Check to see if timing is advancing properly to spec.

If that is OK, pull and clean carbs

yes i thought the compression seemed low i`ll try another gauge what do you think it should be in psi ? thanks for the advice
