No thrust

I have a 1993 Evinrude jet 35. It has been running great lately. However today when we got to the boat ramp, it started right away and idled smoothly, but had not forward or reverse power. It would accelerate to higher rmps but had no movement. The pump seemed to be moving water out the jet, but there was no power.
Am I correct in thinking the problem lies in the impeller?

Yes, but make sure the gate is working and the cable is not broken or a part fell off.

The gate is in good working order, and the cable seems fine as well. My daughter was operating the console and I was behind watching the outlet.
