1985 Merc 75hp leaking fuel from throttle shaft

I have a 1985 Merc 75hp 4 cyc 2 stroke. The boat has sat for several years unused. I have redone the fuel lines, cleaned carbs and replaced floats, needle valves, and made adjustments. When running the motor sounds great and runs fine but when killing the motor fuels drips out the throttle shaft valve and the top carb pooling in the bottom of the motor.

You need to adjust the float levels of have a inlet leaking

I assume you mean the needle valve. I have adjusted the floats to 11/16th based on spec. I also went as far as 3/4 and still leaked after adjusting. I had an extra set of needles so have now replaced them and getting ready to try again. Have been told that they do leak some after killing the motor. Does the throttle shaft seal ever go bad that is where the leak is?
