Sounds like a lower unit problem. Possibly(and most likely) clutch dog is worn. Do you have any problems shifting it into and out of gear?(shift linkage adjustment?)

When motor(lower unit) is under load...the clutch dog is probably letting go and allowing it to come out of gear.

If I'm not mistaken, the dog lobes get worn down....probably from being "eased" into gear too much, instead of making quick/positive gear changes.

Have you had the lower unit off prior to this problem? best of luck. Rick.

Well then I concur that it is probably your clutch dog worn out. You can simply remove it and install it 180 degrees turned so the problem face is going to give you trouble in reverse. Have a close look at it before you do that though. Rick.
