Alright so I saw a 12 foot fiberlass boat on craigslist for 75 dollars that i dont think i can pass up. the only problem is the guy doesn't have a title and i believe if i want to power it i need a title. He inherited the boat from a relative that passed away. Is all i need a bill of sale from him? I live in Washington state if that helps. thanks Spencer
