lower unit leaking

1995 evinrude 88 spl,ok at the beginning of this year I replaced the lower unit oil in my outboard.after 3 weeks of running the motor just for a piece of mind I checked my lower unit and to my surprise it was almost all water.so starting with the simplest and replaced the orings on both fill plugs and took the boat out for a couple hours then rechecked lower unit.it still had water in it,oil is now grey almost exact same color as grey primer....also noticed while checking the oil I also noticed that my propshaft has a little play.i left the motor in the down possition over night and the next morn there was lower unit oil on my driveway,it appears to be leaking out of the propshaft.i just had a brand new propshaft installed less than 18 months ago.
does anyone know what the problem may be?

I've heard fishing line around the prop shaft can wreck the seal in a hurry. That might be a good place to start.
