Transom Replacement

I have a 27' Omega in need of a new transom. I have removed all of the old rotted plywood and used resin and fiberglass mat to install wood braces from the stringers to the outside shell of the transom. I am ready to install new plywood and was going to use 2 sheets of 3/4" plywood glassed together. What is the best method to adhere the new wood for the transom to the existing outer shell? My plan is to mount an outboard bracket and I would rather overbuild than take any chances. Thanks in advance for any help or advice.
