starting problem with 25HP Johnson

just got a 1995 25hp johnson. won't start unless you spray starting fluid into carb, once you get it running and warm it up, i can shut it off and start it up right away. but if you leave it sit for a few minutes and cool down, it won't start again. also if you try to prime it, it seems to flood and soak the spark plugs. I checked the compression and it is an even 125psi and spark is good. what is the factory carb rich/lean setting?
can these style primer solenoids cause starting issues?

I had a 140 mariner that did the same thing and the guy that did the work on it said it was cold natured but i think it has something to do with the feul we never did figure it out but i wouldnt keep spraying alot of starter fluid in it i hear bad things about it

BE AWARE
Starting fluid in a 2 stroke is a bad idea due to the no existing lubrictaion
Too much starting fluid drys the cylinder walls which will lead to seized engine
trying choking it for a second then turning it without choke if still wet plugs looks like its time to break out the electric tape an find out why its not firing

i have an inline spark tester. it showed a bright spark on both cylinders.
