1987 200hp Yamaha tilt/trim problem

I have a 1987 200hp Yamaha. The tilt trim quite working so I had the hydraulic motor rebuilt put it back on and still nothing. I took the wires and checked by leaving 1 on and grounding the other and it works that way but when you hook them back up the way thy are supposed to go all you here is something click. Not sure if it is a relay or if maybe something that is not grounded good Please any advice would be greatly appreciated. Thank you in advance.

T&T relays have to ground also so that the motor can reverse directions so that is probably the culprit

where are the grounds at not even real sure where the relay at the moment.
I will double check everything tomorrow I'm so ready to get this boat out on the water.

The trim solenoids is in the black box just above the starter solenoid. Make sure there is power and ground going into the box. No serviceable parts in the box
