1977 evinrude 85 hp only hearing choke when cranking ignition?

Well, boat just got out from shop, took it out and got stranded at the lake because motor won't start all of a sudden. When I crank it, all I hear is i believe is the choke clicking from the rear of motor when the cover is off.
I checked the motor when I got home. Solenoid is getting about 12.4 volts from solenoid to starter.A mechanic says its my starter but how can I be sure it is.
Any suggestions? Thanks

Disconnect the main harness plug and jump the starter directly.
reinstall the plug to shut engine off

Take the battery cables off and scrub the connectors shiny. You are probably hearing the solenoid.

Bosunsmate's comment is a way to check the starter without the key switch. If the starter cranks normally with this test procedure, the starter is probably ok. (they don't fail all that often) Agree with JB, likely the solenoid is what is clicking. That could be the problem. The contacts inside that solenoid get burned after years of use and then won't transfer enough current to crank the starter properly.
