Steering Cable, cannot remove

I cannot get steering cable off of motor(1981,90hp evinrude). I unscrewed it from the motor but it will not pull out. Shouldn't it pull out or am i doing something wrong? If it's stuck is it ok to tap it hard to break it free? Thanks for the help.

If you room you can take a brass rod to use as drift and knock the steering rod out with a hammer make sure that the nut on the tilt tube is completely loose. After you get the ram out of the tube you will have clean all the dried grease and any corrosion out of the tube. Good luck
