tree question....re-growth

i've cut down a bunch of trees, mostly cedar but some mesquite too. the mesquite try to grow back but are shrubs more than trees. is it possible to get a stump to grow as a tree again?....

planted an oak tree just before the drought started, great timing right? it was maybe 8' tall. i couldn't keep it watered and it turned into a giant toothpick. was dried out as can be so i chopped it down figuring it was a goner. this spring i find a few green shoots off the stump. obviously, the roots were still alive. i'd like to get it growing again.

will it grow back as a shrub too? if so, is there anyway to make it a tree?...cut all but one of the shoots?

Yep, it'll come back. As suggested, trim the best shoots into a shape that you like.
