Bellows adhesive question

For my alpha one drive the merc manual states to let the bellows adhesive dry at least 10 min until no longer tacky before installing. My question is what is the logic behind this? I figured it would be best for the glue to dry with the bellows in place thus sealing it in place.

Ayuh,.... Welcome Aboard,.... Basically, it's Contact Cement....

Thanks for the welcome!! So being that its contact cement is it best to apply to bellows and the mating surfaces in the transom assembly to create the bond when installed? The merc manual says nothing about applying to the transom
