Anyone have any good ways to remove 3m 5200 from my hull? seems the P.O. used it along with screws to adhere the mounting plates to the bottom edge of the transom.

I used long blade, sharpened knife. At the end, I had a very thin layer remaining on the hull, I used Acetone and continued scraping it with the knife. Maybe someone out there knows a better way to do it.

A heat gun and a new razor blade ... it will get most of it off.

The rest of it can be removed with some mild acetone rag :) ..

you might be lucky and that might be 4200 as what ever you removed didnt pull any gel coat with it. 5200 takes some getting off as i found out when i put my jack plate on upside down with a generous amount around the bolt holes

^^ this is some good advice right here :D .. Adding to it you can try some Mineral Sprites to remove the rest of any film thats on there.
