Yamaha 50 hp 2 stroke oil problems

I have a 85 2 stroke yamaha 50 hp. I just got the motor and it had been sitting for a couple years so I cleaned the carbs, changed the plugs, cleaned the fuel filter, cleaned the oil tank out and added new oil. I can get the motor started but only with the choke on and it will run like that until you take it off. The water coming out of the exhaust is cloudy and very oily. What're pump is working good and lower unit is not loosing oil. Seems to me that it is just running very rich but I do not know how to adjust this. Please help any info will help I may be completely wrong please don't be afraid to tell me. I need help.

check fuel pump for leak
if choke is needed then motor is running too lean and then the choke causes motor to run rich.

Have you followed the service manual's steps to link and sync the carbs and all linkages like the oil?
The manual will give all specs and steps
