I have just purchased a boat with a 1998 90 HP SPL Evinrude (non oil injection). Everyone talks about the electric choke in the starting process. I have the push-in on the ignition switch, but don't see anything connected to the throttle plates? Does the choke have something to do with the little device that has a shrader valve and a little red lever mounted on the air cover???

Your engine has a primer(electric) instead of a choke. When you push the ignition key in the primer is activated if the red lever is horizontal with the body of the primer which squirts fuel into the manifold directly. To start the engine after you use primer bulb push the key in and turn it(the key) while holding key in; engine should fire. Good luck.

And hold the key in when cranking 'till it pops off" and if it wants to die, just push rhe key in until it starts to run normal.

Correct. There are no choke plates like on earlier motors. When you key the ignition to the on/run postion & push in you should hear a click.

Horizontal meaning the lever is in line with primer body, not turned away from it , right?
