How to patch up these holes?

These holes originally had screws and some kind silicon sealing the holes up... the holes are from the sun platform brackets which was removed. Should i just seal them back up with 4200/5200 and screw them back in? I took them out to just make sure they were sealed up for a piece of mind... Im just not sure this is the best way...

Unless you want to get into matching Gelcoat Colors;
Seal them up and put the screws back in.

4200 & screws if you ever think you will ever use them again, 5200 & screws if you think not or Drill to clean up and epoxy a dowel for perm fix.
Silicone & screws would work too, be sure to use stuff rated for Below the water line.

Ill just do the screw and 4200 idea, looks like crap but its fine for now.... until i have the $$$ to get them gelcoat matched and patched.
