1977 ish Mercury 7.5 outboard re-installing the lower unit problem alining gears

I took off the lower unit of my Mercury 7.5 and replaced the water pump. I am having trouble putting the lower unit back on. I have it on now but the shift lever when in reverse is netral and netral is rev and I can not get it to shift inot forward at all.
I there a set position the gears on the lower unit and the shift lever have to be in to intal correctly.

Please help
