to somehow permanently plug the current drain hole in the transom and cut a new one? Sorry if this is a stupid question just wondering

also is 5200 adhesive sealant waterproof and or permanent?

Sure it's possible, and not that hard... but why would you want to?

5200 is both permenanent and an adhesive as well as a sealant.
