tilt and trim problems

Bought a deep vee crestliner with a 1990 mariner 120 HP outboard and having trim problems. I unlock the travel lock on it to lower the motor a bit to fit it in the garage and it wouldn't go down..it makes noise like it wants to but no movement in either direction of any kind. So I drained the tilt and trim fluid and the motor went down...then I refilled it and still I get the noise but no action. Any ideas?

i don't show mariner ever making a 120HP. as such, I do not know what trim system you might have.

OK I called a local boat shop and they told me its either a 100 or a 115 HP mariner.... I'll get a pic soon unless this helps enough to toss out ideas with the trim issue...

make sure the MRV is seated. Not tightened, just seated. MRV is the big nylon screw on side.
100/115HP Mariner still doesn't help. Those engines shipped with all variety of trim systems.
