Carb kit part# and lower unit advice 70hp

I am waiting on my manual to arrive and am having some trouble determing exactly what i need. I have what I believe is a 1980-81 70hp serial #5693399, however when I enter that number into the Seloc "counter man" it says serial# not found.

I know there is water getting in the lower because of milky fluid after about 2 minutes in a tank on a fresh lube change. The drain and vent plug do not have the nylon washers could this be enough to make the fluid milky after 2 minutes or should I be prepared to do a seal job? If I need to do a seal replacement what special tools are necessary? I am trying to avoid the $400.00 quote for a seal job.

The motor seems to run pretty good and fires right up just bumping the key but im not sure how it will perform under a load. I know it hasn't been used a lot recently should I just rebuild the carbs or take it out and launch it just to see what happens?

Does anyone have the part numbers for carb kits with floats and all necessary parts included?

Before you do anything, get the seals (items 36 under GEAR HOUSING (DRIVE SHAFT)) installed on the drain and vent plugs and then re-test in the water. Then, if you still have water intrusion, you can worry about sealing the gear housing.

If the engine is running fine at idle, launch it and see what it does. May as well see if there are any problems before you start ordering parts.
