1978 85 johnson javlin rough idle no top end speed

Took boat out last week idles rough boggs down no top end speed, checked compression 90 psi on all cyl,checked spark gap at 7/16 good spark . took carbs apart and cleaned them, changed spark plugs still idles rough havent been back to lake to see about top end speed afraid to run too much in case of a lean carb dont want to burn ruin a cyl any help would be apprecated

I think I got it figured out fired it up in the dark and one of the coils is arcing off the mounting bolt , would you say that its bad or not grounded good enough,the weird part is it only does it when I have ths spark gap tool hooked up I dont understand that part (what I mean by hooked up one end in wire other clipped on plug) a tiny arc from top bolt to coil body
