1988 45 hp mariner....new boat ower...pls help

recently my motor stopped spitting water when in idle (no luck with ears). I can get it to start spitting water once I'm up and running but it stops when I slow down. Is this normal? Could It be the water pump and how would I know?

I appreciate any feedback...have a great day
