That motor was offered in two distinct versions, Electramatic Shift, and manual shift. It would help answer your questions if you tell us which you have.
Anyway, the manual shift will start and run with no hookup at all, other than jumper cables to crank it. But you should first connect a wire to the small terminal on the side of the magneto to shut it off. Just ground the wire and it will quit.
The Electramatic will start and run if you provide power to the ignition coil. First, ground the negative battery cable to a charged 12V battery. Then connect a jumper wire between the positive battery post and the end of the resistance wire leading to the coil. That will turn the ignition "on". Note that the jumper must be connected to the resistor, not directly to the coil. Once it is turned on, a jumper cable to the starter will crank it. Disconnect the jumper from the resistor to kill it.
Note, it takes further steps to put the Electramatic in gear. There are a blue and a green wire leading to the lower unit. Connecting a positive battery wire to the green one puts it in forward, connecting to the blue one puts it in reverse. DO NOT, UNDER ANY CIRCUMSTANCES, connect to both wires at the same time!!!! Doing so will bust something very $$$expensive.
