1985 Mercury 50 - spark issues

I just bought a 1985 Mercury 50 Hp outboard for $100. Its very clean and has 140 compression psi compression across the board. I checked spark and I am getting good spark on #1and #4 cylinders but #2 and #3 are dead. Any thoughts?

It could be the stator or switch box here's the CDI test it will tell you which wires to swap to test the parts.
