those type boats are typically made with the inner hull filled with foam. Some have baffles running sideways so that if one compartment gets wet, the rest won't. If, however, the foam gets soaked, it won't dry or drain.
Look at the screw holes from the console to see if they were sealed; if not, water got in there.
see how it floats based on the painted waterline. If it's OK, don't worry about it. some wet foam is merely a little weight.
check the transom, though; it is probably wood core and that could be a problem area.
Those type boats are basically maintenance free and indistuctable, making a good work/fishing boat. I wouldn't worry about condition (except the transom) unless it's completely waterlogged.
