Yam F115 Tach Signal

I have a 2002 Hurricane deckboat with a Yamaha F115 4stoke. The tach has been stuck at the 500 rpm mark for awhile and I decided to try and fix it this weekend (with no luck of course). First I checked bat+ and was reading 12 volt. I was told that my test light should pulse if I touch the signal wire for the tachometer (assuming signal is good and tach is not). Well I am not getting any pulsing or light from the signal wire. I traced it all the way back to my main dash harness and there are no bad connections. From searching on this forum it appears the signal is generated from the ECU. Any tips as to how to troubleshoot this further?

Simple test. Is the engine charging the battery? If so, tach is bad. Tach is powered by the charging circuit. If the tach was good, it would zero out when the key is on.

Captain Ken, thanks for the quick response. I was thinking of buying an el cheapo tach to test it, but I'm sure you're right that I need a new one. That aside, is there anyway to test the signal? Was I wrong with the test light? I have a basic voltmeter, could i use that and probe the harness sender wire somehow? This is more for my own curiousity now.
